Dunno, Germany just have banned some exceptionally violent games in the past, some Carmageddons for example iirc, or at least they made the pedestrians robots instead of humans >_>

Germany is massively restrictive about what you can put into a computer game. Any depiction of violence against humans or animals risks a ban.

Many company re-skin to the enemies are aliens or robots to get around this.

Not that it's necessary, Germans just import from Austria if they want German Language versions of banned games, or England if they want to play in English, and the games makers/publishers know this. Getting banned can be good publicity.
