It basically means people that haven't played their account for hours/days/weeks, and have loads of cash/drugs amassing, that's easy to steal. What happens is, someone hits and steals, but you can only do this once (in a timeframe), so you post their name here or in the chatbox, so others in the cartel can rape them as well
