Not sure if anyone has read but one or two things have been changed -
Its from a pvp blog thing so might be focused on the pvp side on comments..

Rogue

Energy no longer has tics, but regenerates at 10 energy/second.

Thanks to Zyz for a video example:

Priest

Shadow:

Dispersion: Cooldown reduced to 3 minutes down from 5 minutes.

Always going to be a nice change. Blizzard helping shadow more and more as WoTLK release gets closer is a godsend, because it's really about time.

Discipline:

Previous Build Penance: 715 mana, channeled, 437 damage, 670-756 healing, every 1 sec for 3 secs

New Penance:1395 mana, Instant Cast, 184 damage, 670-756 healing, every 1 sec for 3 secs

Initially you'd assume that with the huge increase in mana, it's questionable as to whether or not the new version is really better than the old. However, now that it's instant cast, that's -10% mana cost from agility, reducing the 1395 to 1255, Then, with the new Rapture Change allowing Penance to be affected,

Rapture: Divine Aegis shield effect was added to also give back 5% of the damage absorbed in mana. (Causes you to gain mana equal to 0.5/1.0/1.5/2.0/2.5% of the healing done by your Greater Heal, Flash Heal and Penance spells, and 5% the damage absorbed by your Power Word: Shield and Divine Aegis is returned as mana to you.)

You now have the 1255 after Mental Agility, followed by an additional 2.5%. Assuming Penance will heal for around 3500-4000, you're looking at around another 75-100 mana reduction, resulting in around 1150 thus far. Now you add in 15% healing reduction from Improved Healing and you're looking at a grand total of around 950-975~ mana - very similar cost to the new max rank Greater Heal.

The damage reduction is rather disappointing to see though. However, now that it's instant cast, this is a very good addition to the Discipline tree. Especially considering it's still PVP centric and not the primary healing tree, so it's essentially perfect for PVPers. In addition, with the new Aspiration change, you're looking at an 8 second total cooldown.

Aspiration: The cooldown of Penance is now also reduced by this talent. (Reduces the cooldown of your Inner Focus, Power Infusion, Pain Suppression and Penance spells by 10/20%.)

In addition, the new effect of Rapture in terms of synergy with Divine Aegis and Borrowed time will provide a small steady stream of incoming mana.

Holy:

Circle of Healing: cooldown removed.

Thanks.

Paladin

-Blessing of Freedom renamed Hand of Freedom.

Retribution:

The Art of War: Reduces all damage taken by 1/2/3% and gives your Hand of Freedom a 33/66/100% chance to remove Stun effects.

Nice for blessing of freedom, but a reduction in damage overall. Definitely a little bit more options when it comes to actively using Hand of Freedom at specific moments, but better than the old talent? Hard to say.

Righteous Vengeance: Increases critical damage bonus of your Judgment and Divine Storm spells by 5/10/15/20/25% (was 3/6/9/12/15% for all damage criticals).

Most likely in compensation for the art of war change, though divine storm had it's mana cost increased.

Holy:

New Spell: Divine Plea (5 Minutes cooldown, Channeled) - While channeling this spell, you gain 50% of your total mana over 6 seconds.

It's unknown as to whether or not this spell is base mana or total, as many tooltips are inaccurate at this point, but it should prove to be a nice addition for Paladin longevity.

Mage

There are many great changes to all three Mage talent trees, so I will start with fire. I almost have to list all of them, but I removed some of the less notable ones.

Improved Fire Blast - Moved to Tier 1, now 2 ranks, Reduces the cooldown of your Fire Blast spell by 1/2 sec.

Incineration - Moved to tier 1, now 3 ranks, Increases the critical strike chance of your Fire Blast, Scorch, Arcane Blast and Cone of Cold spells by 2/4/6%.

Burning Determination - New Tier 2 talent, When Interrupted or Silenced you have a 50/100% chance to become immune to both mechanics for 10 seconds.

World in Flames - Moved to Tier 2, Increases the critical strike chance of your Flamestrike, Blast Wave, Dragon's Breath, Living Bomb, Blizzard and Arcane Explosion spells by 2/4/6%.

Flame Throwing - Moved to Tier 3

Impact - Moved to Tier 3

Pyroblast - Cast time reduced to 5 seconds

Improved Scorch - More damage types added, now your Scorch spells have a 33/66/100% chance to cause your target to be vulnerable to Fire, Frost and Arcane damage, increasing damage taken by 2/4/6/6/10% and lasts 30 seconds. Stacks up to 5 times.

Blast Wave - Knockback added, now a wave of flame radiates outward from the caster, damaging all enemies caught within the blast for 154 to 186 Fire damage, knocking them back and Dazing them for 6 seconds.

Fiery Payback - Changed to, When below 35% health all Physical and Fire damage taken is reduced by 10/20% and your Pyroblast spell's cast time is reduced by 1.75/3.5 secs.

Empowered Fireball - Changed to 3 ranks, Increases the damage of your Fireball spell by an amount equal to 5/10/15% of your spell power.

Dragon's Breath - Disorient changed from 3 sec to 5 sec

Burnout - Talent changed to read, Increases your spell critical damage bonus with all Fire spells by 5/10/15/20/25% but your spell criticals cost an additional 1/2/3/4/5% of the spell's cost.

Living Bomb - Mana drain added, The caster becomes a living bomb, causing 51 Fire damage to all enemies within 10 yards every 2 sec. After 6 seconds, a fiery explosion occurs causing 212 Fire damage to all enemies within 10 yards and burning 106 mana, dealing damage equal to the amount drained.

~~

The mana drain addition to Living Bomb is a nice effect, but overall, I think the talent is still someone lacking - although with the addition of under of 1.5 second pyro's and a reduction in damage by 20% when under 35% health (from fiery Payback), as well as Blastwave having a knockback effect, the whole end of the fire tree is looking much better than before. Hell, the whole tree is looking to be pretty decent for PVP now.

With the additional changes to improved scorch, Blizzard is allowing a lot more versatility in specs now that all three trees work off of each other so much more. this will also help Mages in terms of raid utility.

The new duration of Dragon's Breath will allow many longer duration spells previously uncastable during the CC duration, now castable - along with spells from other classes as well.

Arcane:

Arcane Subtelty: Reduces the chance your spells will be dispelled by 30% and and reduces the threat of your arcane spells by 40%.

Dispel resistance finally in for mages.

Focus Magic - New Tier 3 talent, increases magic damage taken by the target by 150, lasts 1 min or 50 charges.

As I mentioned above, a lot of these new talent changes are allowing Mages to be much more versatile in specs, but with this change, Blizzard is increasing the synergy between Mages and other casting classes. A nice change for raid utility as well.

Prismatic Cloak - Now reduces damage taken by 2/4/6% and Invisibility fade time by 1/2/3 sec

Instant Invis out of combat?

Magic Absorption - Changed to 2 ranks, increases resistances by .5/1 per level, now only restores 1/2% of mana on full resist.

Not too shabby now that with Magic Absorption, Arcane Shielding and Mage Armor you have 140 resistance at level 80.

Frost

Deep Freeze - Damage added, causes 694 to 806 Frost damage and stuns the target for 5 seconds. Only usable on Frozen targets.

This is going to be quite a lot of burst on top of a stun in combination with Shatter. Although with the following, there is definitely some potential for it to be overpowered,

Winter's Grasp - Renamed to Fingers of Frost, which gives your Frost damage spells a 5/10% chance to apply the Fingers of Frost effect, which treats your next Frost spell cast on the target as if the target were Frozen. Lasts 10 second

However it will probably break your shatter combo before pulling it off, but that's most likely what Frozen Finger is actually for anyway. But with so many ways to freeze your opponent it might not actually matter. I cant imagine the power of the DK frost tree with the Mage one. Lots of damage to frozen targets and plenty of ways to freeze them.

Shattered Barrier - Gives your Ice Barrier a 100% chance to trigger a Frost Nova when it is destroyed. Icebarrier was also increased to 3300 damage absorbed.

Brain Freeze - Changed to give your Frost damage spells have a 5/10/15% chance to cause your next Fireball spell to be instant cast and cost no mana.

Again more feasible synergy between multiple talent trees.

Glyphs/Inscription:

Inscription is looking to be one of the best tradeskills to hit the game, period. Pretty much every example of a Glyph I've seen so far has been at least slightly useful. In addition, it's looking like it will be a very good addition in terms of allowing a much greater diversity among individual players in terms of specs and abilities. Such drastic changes such as reducing initial damage by 90% but increasing dot damage by 75% will provide options for more DoT oriented specs etc. Check out some examples.

Hunter: Venomous Mana (Glyph Passive) - Empowers a Greater Glyph to grant your Viper Sting ability an additional 15% chance to resist dispel effects.

Druid: Glyph of Swiftmend - Your Swiftmend ability no longer consumes a Rejuvenation or Regrowth effect from the target.

Glyph of Rejuvenation- While your rejuvenation targets are below 50% health you will heal them for an additional 50% health.

Glyph of Moonfire - Increases the periodic damage of your Moonfire ability by 75% but initial damage is decreased by -90%.
